Procurement

Public Procurement can be defined as the acquisition, whether under formal contract or not, or works,supplies and services by public bodies.  It ranges from the purchase of routine supplies or services to formal tendering and placing contracts for large infrastructural projects by a wide and diverse range of contracting authorities.

The aim is:

  • Obtaining best value-for-money in procuring the goods and services it needs.
  • Compliance with public procurement rules and regulations and internal purchasing procedures.

Frameworks

Donegal ETB has availed of a number of Framework Agreements as set up by the Office of Government Procurement (OGP).  The OGP focus primarily on establishing and managing framework contracts for goods and services that are broadly used across all public service sector. Currently the OGP have established frameworks are:

  • Advertising in Print Media
  • Bulk Fuels and Fuel Cards
  • Electricity
  • ICT Consumables.
  • Janitorial supplies
  • Managed Print Services
  • Office Furniture
  • Paper, Envelopes and Stationery
  • PCs, Tablets and Notebooks
  • Translation Services

Frameworks have been set up as they represent Value-for-Money across the Public Sector.

Where there is no Framework established by the OGP, Donegal ETB may set up their own depending on the nature of the contract.  Apart from the establishment of frameworks, Donegal ETB also establish numerous contracts for the provision of certain goods and services based on the thresholds outlined below throughout the year.

Purchasing Thresholds

Purchasing Limits for Supplies and Services (Exclusive of V.A.T

  • At least one quotation should be obtained

 


  • At least one quotation should be obtained


  • Three written quotations should, where possible, be obtained.

  • A specification must be prepared and at least five competitive quotations should be sought, with the objective of obtaining at least three in writing.

  • A detailed specification must be prepared and at least five competitive tenders must be sought.

  • Tenders shall be advertised and procedures in respect of tenders shall be complied with eTenders (etenders.gov.ie)

Purchasing Limits for Works (Exclusive of V.A.T.)
  • At least one quotation should be obtained

Suppliers

  1. Participation on national frameworks: All national OGP frameworks are advertised on eTenders (www.etenders.gov.ie) and so suppliers should register with eTenders and will receive notification by email of relevant tender opportunities through the eTenders system.
  2. Participation on Donegal ETB Frameworks or Donegal ETB Works or Services contracts: All contracts / frameworks that are over €25,000 for goods and services and €50,000 for works are advertised on eTenders. Therefore, as in 1) above, being a registered supplier on eTenders is a must.
